PURCHASING MANAGER
A fast-growing Southern California high tech company specializing in advanced military defense, homeland security, and energy solutions is seeking a highly motivated Purchasing Manager for its Corporate Administration Operations Division. The successful candidate should be eager to work in a very dynamic, fast-paced research and development setting with a staff of Ph.D.-level engineers and scientists developing novel solutions for the DoD, DOE, NASA, and other federal agencies. This position is responsible for overseeing purchasing activities in compliance with a DCMA-approved purchasing system. The successful candidate will have the creativity, passion, and drive to take full responsibility for implementing purchasing policies and procedures for the entire corporation. He/She must understand government contracting, including FAR/DFARS and procurement policies & procedures.
Responsibilities:
  • Implement and maintain corporate purchasing systems and procedures, which enable POC to purchase from suppliers with the best delivery terms, quality, and total cost performance. Familiarity with AS9100 is a plus. Recent and detailed experience with Contractor Purchasing System Reviews (normally conducted by DCMA) is a definite plus.
  • Develop policies and procedures, to enable POC to enter into partnerships with our suppliers which foster excellent performance.
  • Negotiate unique subcontracts and purchasing arrangements using knowledge that is based on a technical understanding of the types of purchases to be made, market factors and internal requirements.
  • Maintain and furnish purchasing records, analyses, cost data and reports for use in scheduling, planning, budgeting and other functional activities.
  • Administer supplier improvement process to include quantitative supplier performance measures for quality and delivery performance. Accomplish Continuous Improvement initiatives: focus on cost savings, gross margin improvement, etc.
  • Design and implement training programs for purchasing policies and procedures.
Requirements:
  • Bachelor of Science in Business Administration or a related field. Master’s Degree is a plus.
  • 5 years of purchasing experience within the aerospace or electronics manufacturing industry.
  • Prefer experience with Deltek Costpoint.
  • 3 years of supervisory experience that includes establishing goals and objectives for the purchasing department, coordinating purchasing activities, assigning/scheduling tasks, communicating expectations and deliverables.
  • Strong contract negotiation skills for complex requests for equipment, supplies, and services from suppliers and subcontractors.
  • Prefer experience transitioning from a manual purchasing system (e.g. issuing POS from Deltek) to an automated MRP system
  • Prefer certifications from Industry associations (C.P.M./CPPM)
  • Excellent communication skills – verbal and written
U.S. Citizenship is required.
Must be willing and able to obtain a Security Clearance or have an active Secret Security Clearance
